‘Building’ resilience: the performance gap
‘Building Resilience’, two present day buzzwords; We’re advancing so quickly we assume ‘structural survival’ means life safety, business continuity and compliance, but there’s a major performance gap: secondary structures (fitout) and systems. If a structure is designed to survive wind and seismic events through building movement (inter-storey drift and deflection), how do the many systems interacting with the structure survive if they’re incorrectly designed, installed, and not peer reviewed for building movement. Here we need an understanding, guidance and enforcement of AS1170.4 section 8 – Parts and Components. Examples of such systems: servers, HVAC, partition walls, sprinklers, ceilings. Slight damage to these items may be acceptable for life safety, maybe even egress from the building is maintained, but the cost of repair, business relocation, wages/rent/business loss, etc may see a minor event send businesses bankrupt, or ineffective for weeks. Let’s consider a medium event and add in life safety, fires, loss of egress and post-disaster facility failure. Either way, a Service Level Agreement is not risk control. This presentation introduces AS1170.4 Section 8 as mandated by the NCC, provides an understanding of the requirements and what to expect in future code updates.
