Bradfield City Takes Shape With First $1 Billion Development Agreement

Sydney, 7 January 2026 — The NSW Government has finalised a major development agreement with Plenary to begin construction on the first significant land release within Bradfield City, marking a major step forward in delivering Australia’s first new city in more than a century.

Located adjacent to the new Western Sydney International Airport, Bradfield City is a cornerstone project in the state’s long‑term strategy to expand jobs, housing and economic opportunity across Western Sydney.

The newly endorsed agreement unlocks development of the city’s inaugural 5.7‑hectare Superlot, positioned beside Bradfield’s First Building, Central Park and the future metro station. This mixed‑use precinct represents the first major delivery stage in the city’s long‑term growth plan.

First Homes, Jobs and Services to Be Delivered

Under the agreement, the Superlot will include:

• 1,400 new homes, with a minimum of 10% designated as affordable housing
• A major commercial and civic precinct
• Space for advanced manufacturing and emerging industries
• A university campus
• Hotel accommodation
• Childcare, retail and health services
• A 1,500‑square‑metre food and beverage venue overlooking Central Park

The integrated design aims to embed jobs, education and daily services from the earliest stages, avoiding the traditional pattern of housing‑led sprawl.

Stage One: Building the Foundations of a New City

Over the next five years, Plenary will focus on establishing the elements that support early population and workforce growth, including:

• High‑quality public spaces
• Higher‑education partnerships
• Childcare and community facilities
• Affordable and mixed‑tenure housing
• Commercial activation to stimulate job creation

In 2026, Plenary will commence the search for a university partner and a major commercial anchor tenant and lodge State Significant Development Applications for both the food precinct and the wider mixed‑use concept plan.

Long‑Term Vision and Economic Impact

When complete, Bradfield City is expected to provide:

• 10,000 homes
• 20,000 jobs

The project is designed to harness the economic uplift of Western Sydney International Airport and new transport links, supporting population growth while easing pressure on Sydney’s traditional CBD.

As the project team notes, “We can’t all live and work around the Sydney CBD.”

Bradfield City is positioned to become a new metropolitan centre for the state, reinforcing Western Sydney as a globally competitive region for investment, jobs and innovation.
