Plenary to Deliver First $1bn Precinct in Bradfield City
Melbourne‑based global developer Plenary has signed a $1‑billion development agreement with the NSW Government to deliver the first superlot in Bradfield City, the new mixed‑use centre emerging next to Western Sydney Airport.
The agreement will see Plenary transform 5.7 hectares of land at the heart of Bradfield, adjoining the First Building, the Advanced Manufacturing Readiness Facility (AMRF), the new Metro station and the 2‑hectare Central Park.
First 1400 Homes to Anchor Bradfield’s GrowthUnder the deal, Plenary will deliver the first 1400 homes in the new city, with 10 per cent dedicated to affordable housing.
A quarter of the superlot can also accommodate:
• A hotel
• Advanced industries
• University facilities
• Retail
• Childcare and health services
• A 1500sq m hospitality venue overlooking Central Park
The project will be rolled out in stages, with the first phase scheduled for delivery within five years.
University Partner Search Begins in 2026Plenary will begin seeking a university partner and a major commercial anchor tenant in 2026.
The developer will also lodge a State Significant Development application next year for the restaurant, along with a concept plan for housing, hotel and commercial uses across the northern part of the site.
Bradfield, located 60km west of the Sydney CBD, was approved by the state government in 2024 and is the first new city to be built in Australia in more than 100 years.
The fully realised 114‑hectare mixed‑use centre—part of the Western Sydney Aerotropolis—is expected to accommodate 10,000 homes and capitalise on the opening of Western Sydney International Airport in 2026.
Plenary chair Paul Oppenheim said the developer would draw on its international experience as the long-term partner delivering the first stage of the new city.
He said Plenary would help realise the “exciting vision for Bradfield”.
The company’s previous large-scale masterplanned projects include the $5‑billion LaTrobe University redevelopment and the $294‑million Geelong Convention Centre.
With the development agreement now in place, Bradfield City’s first precinct is set to begin its transformation into a new residential, employment and innovation hub for Western Sydney.
