BaptistCare Secures Approval for $190M Co-Living Development at Carlingford Birthplace in Sydney after Three-Year Effort

Daniel West, the Director of Planning at Ethos Urban, highlighted that the Not for Profit organisation's State Significant Development (SSD) for 130 Independent Living Units and a 96-bed residential care facility, situated 22km northwest of Sydney's CBD, marked a significant milestone. This project was the first seniors housing development to undergo environmental assessment requirements (SEARs) after the SSD pathway became available in December 2021.

Following a thorough review, the Independent Planning Commission (IPC) granted approval to the development, which was designed by DKO Architecture and endorsed for its merits.

Daniel West noted the challenges faced in navigating the intricate planning aspects of a seniors housing development at this location. The project encountered multiple objections from councils and even prompted a modification in the definition of Gross Floor Area (GFA) for seniors housing during the assessment process. This adjustment, triggered by the project, has since benefited the industry by refining the GFA definition.

"While the SSD process is neither swift nor straightforward, the approval of this project demonstrates that this pathway is yielding outcomes and providing vital housing and care for the residents of NSW," Daniel remarked.

BaptistCare Carlingford marks the fourth project to receive approval through the SSD framework. Previous approvals include Uniting Charlestown ($300 million), HammondCare Neringah Senior Housing ($82 million), and Opal HealthCare Narwee Parklands.
