Sydney Airport Opens Global Tender for $6bn Capital Works Program
Sydney Airport has launched a global tender process to establish a long‑term panel of architectural and engineering firms to help deliver its $6 billion capital works program over the next five years.
The new procurement framework marks a major shift away from the airport’s traditional project‑by‑project consultant appointments. Under the new approach, selected firms will partner across Sydney Airport’s entire pipeline of major infrastructure upgrades designed to enhance capacity, improve operational efficiency and elevate the overall passenger experience.
As part of this process, Sydney Airport is also calling for tenders specifically for architectural and engineering services to support a significant terminal redevelopment linking the T2 and T3 domestic terminals — a key project aimed at creating a seamless, integrated passenger journey.
A Major Terminal TransformationSet to be one of the most complex infrastructure developments in Sydney Airport’s history, the T2–T3 terminal project will deliver new terminal space and 12 new swing gates capable of supporting both domestic and international operations.
Integrating international services into the domestic precinct is expected to improve efficiency and support Sydney Airport’s Master Plan forecast of welcoming 72 million passengers annually by 2045.
Sydney Airport CEO Scott Charlton said the tender represents a crucial milestone in delivering the airport’s long‑term vision.
“We’re investing significantly over the next five years and we want to lock in long-term partnerships with world-class firms that understand our operations and our ambitions for service and efficiency,” said Charlton.
Paul Willis, Sydney Airport’s group executive of planning and delivery, said the investment program underscores the need for a different procurement model.
“To put the scale of our infrastructure program into context, we will be submitting more major development applications over the next five years than we have over the last 20,” said Willis.
“Appointing a panel and partnering for the long term will deliver greater consistency and efficiency across our entire pipeline and ensure we get the design excellence and innovation to support Sydney Airport’s long-term growth.”
Next StepsSuccessful tenderers for both the panel and the T2–T3 terminal project are expected to be announced in December. This will precede public consultation on the preliminary draft Major Development Plan for the terminal expansion.
The capital works program will deliver significant upgrades across the airport precinct, ensuring Sydney Airport continues to serve as a key national gateway supporting tourism, business, productivity and economic growth.
